New Delhi, 27 May 2024: The 7th capacity building program for senior level civil servants from the Socialist Republic of Sri Lanka was successfully concluded at the National Governance Center (NCGG), New Delhi. The program was attended by 40 senior civil service officers of Sri Lanka, including Chief Secretary, Uva Province, Deputy Chief Secretary of Southern Province, Assistant District Secretary, Assistant Chief Secretary and Director.
Officers participating in the program were representing Sri Lanka’s major ministries, such as Ministry of Buddhist, Religious and Cultural Affairs, Fisheries, Ministry of Fisheries, Aquarius and Ocean Resources, Ministry of Public Administration, Provincial Council and Local Government Ministry, Ministry of Youth Affairs and Sports, Ministry of Planning, Housing Commissioner, Housing Commissioner, etc.
Mr. V. Srinivas, IAS, Secretary, Administrative Reforms and Public Grievance Department (DARPG) presided over the concluding session and gave an effective speech. In his speech, he highlighted the importance of digital rule in India, emphasizing its transparency, efficiency and role in civil-centric service distribution. He explained in detail about the Central Public Grievance Redressal and Monitoring System (CPGRAMS), which strengthens the grievance redressal system in the government.
Shri Srinivas also discussed the principle of “maximum governance, minimum government”, which aims to simplify administrative processes and improve public service distribution. Apart from this, he also spoke about Mission Karmayogi, which is a major initiative of the Indian government, which is aimed at skill development and capacity building of civil servants.
During the program, the participants presented a case study on various important subjects, such as:
Overall Health Care Scheme for Sri Lanka’s old population
Public sector effective cadre management, especially in terms of development officers
Strategies to increase government revenue collection through digitization
Empower paddy farmers through alternative measures in agriculture
Measures to fight corruption in Sri Lanka
Dr. A.P. Singh, associate professor and course coordinator highlighted various topics covered in the program. Officials participating in the program visited prestigious institutions like Lal Bahadur Shastri National Administration Academy (LBSNAA), Indira Gandhi National Forest Academy (IGNFA), and Forest Research Institute (FRI). Apart from this, he also visited Mathura District Tour, PM Spaciness Experience Center, Principal Ministry Museum, NDMC, and Taj Mahal.
