Union Finance and Corporate Affairs Minister Smt. Nirmala Sitharaman will preside over the 49th Civil Accounts Day celebrations to commemorate the foundation day of the Indian Civil Accounts Service in New Delhi on 1 March 2025.

During the inaugural session, a collection on the Public Financial Management System (PFMS), titled “Digitization of Public Financial Management: 2014-24), will also be released. Designed, developed and implemented by the organization of the Accounts of Accounts (CGA) is the major IT platform for the government’s financial administration including PFMS, payment, receipt, account, cash management and financial reporting. PFMS has provided digital infrastructure to operate direct profit transfer, one of the major public expenditure management reforms of the government.
In the second session of the Foundation Day celebrations, the Chairman of the 16th Finance Commission, Mr. Arvind Panagariya, will deliver the main speech on “India in the global economy: next decade”.
The Civil Accounts Services of India (ICAS) was established in 1976 after a significant improvement in public financial administration. On March 1, 1976, the President of India enlisted the ordinances separating the maintenance of the accounts of the Central Government from the audit functions, which led to the construction of departmental accounts. Since then, ICAS led by Accounts of Accounts (CGA) has been at the forefront of financial rule.
The ICAS will confirm its commitment to enhance service distribution through comprehensive digitization, to ensure secure and efficient financial management through comprehensive digitization, taking advantage of advanced technologies to take data-operated decisions during the 49th Foundation Day celebrations on 1 March. The Public Financial Management System (PFMS), which now handles the entire budget for the central government accounting and 65% of its budget for payment, is proof of the steps taken by the ICAS in this direction.
Officers and employees of the Indian Citizen Accounting Organization, Secretary to the Government of India, Financial Advisor, Expenditure Department and other senior officials of other ministries/departments of the Government of India, retired ICAS officers, senior officials of banks and state governments, will participate in the ceremony.
