GST 2.0 Reforms Boost Ease of Living, Empower MSMEs and Curb Illicit Trade: FICCI CASCADE Report

GST 2.0 is set to transform India’s taxation landscape, easing household tax burdens, empowering MSMEs, and strengthening the formal economy, according to the FICCI CASCADE report released at MASCRADE 2025. The reforms simplify rate structures, reduce compliance obligations, and bring India closer to the vision of a single tax.

The report highlights that the share of items taxed at 5% has nearly tripled from 54 categories under GST 1.0 to 149 under GST 2.0. For rural households, the share of exempt and merit goods rises from 56.3% to 73.5%, while for urban households it increases from 50.5% to 66.2%. Effective GST incidence drops from 6.03% to 4.27% for rural families and 6.38% to 4.38% for urban households, providing more disposable income and fueling spending on services, retail, and local businesses.

For businesses, GST 2.0 rationalizes rates for critical sectors such as tractors, farm machinery, fertilizers, textiles, handicrafts, auto components, and construction inputs, addressing distortions from the inverted duty structure and supporting MSME growth.

The reforms also target illicit trade by reducing price gaps that fuel smuggling and counterfeiting. Between 2017–18 and 2022–23, illicit FMCG markets grew by over 70% and illicit tobacco trade exceeded ₹41,000 crore. GST 2.0’s lower rates are expected to curb these practices, enhancing consumer safety and safeguarding government revenue. The report also warns that high taxation on demerit goods, including tobacco, may sustain illicit markets and urges a balanced approach.

The MASCRADE 2025 conference brought together policymakers, enforcement agencies, global experts, and industry leaders, emphasizing collaborative action through initiatives like the SHIELD framework to monitor, enforce, and prevent illicit trade. Awards were presented to enforcement officers, journalists, and school children for their contributions to anti-counterfeiting and anti-smuggling efforts.

GST 2.0 is widely seen as a landmark reform, supporting formalization, household welfare, and India’s vision of a transparent, inclusive, and resilient economy.
