Industrial Energy Efficiency Division at The Energy and Resources Institute (TERI) successfully convened a hybrid workshop on 21 January 2026 titled “Green Steel by 2030: Building the business case for the first green steel plant in India.”
The workshop brought together policymakers, steel manufacturers, financial institutions, technology providers, international organisations, and academia to deliberate on pathways for enabling India’s first commercial-scale green steel project.
The inaugural session was opened by Mr Girish Sethi, Senior Director, TERI, followed by opening remarks from Ms Surbhi Goyal, Energy Specialist, World Bank, and Mr Jiwesh Nandan, Distinguished Fellow, TERI. Special addresses were delivered by Mr Abhay Bakre, Mission Director, National Green Hydrogen Mission, MNRE, and Mr Ashok Kumar, Deputy Director General, Bureau of Energy Efficiency, who set the policy and sectoral context for green steel development in India.
The event also marked the release of TERI’s report, “Green Steel by 2030: Building the business case for the first green steel plant in India.” Mr Will Hall, Visiting Fellow, TERI, presented key findings from the report, highlighting analytical insights supported by an open-source financial model.
A roundtable discussion followed, featuring insights from a diverse group of stakeholders, including representatives from Carbon Transition Analytics, International Energy Agency (IEA), Mizuho Bank, SAIL, JSW, Tata Steel, Jindal Steel, KIOCL, SIMA, Primetals Technologies, Axis Bank, IIM Lucknow, and Minmet Consultants.
Discussions focused on:
• Key policy, financial, and technology levers
• Learnings from international experience
• Actions required to accelerate projects towards Final Investment Decision (FID)
In his closing remarks, Mr Girish Sethi emphasised the importance of policy certainty, access to concessional finance, green demand creation, and coordinated action across the steel value chain to enable the transition from pilot projects to commercial-scale green steel deployment in India.
