NRL, BPCL and OIL Sign MoU to Develop ₹3,500 Crore Siliguri–Mughalsarai Pipeline for Petroleum Product Evacuation

In a major step towards enhancing India’s petroleum product evacuation and distribution infrastructure, Numaligarh Refinery Limited (NRL), Bharat Petroleum Corporation Limited (BPCL) and Oil India Limited (OIL) have signed a Memorandum of Understanding (MoU) to facilitate the evacuation of petroleum products following NRL’s ongoing refinery expansion from 3 to 9 Million Metric Tonnes Per Annum (MMTPA).

The MoU was signed on the sidelines of the Energy Technology Meet 2025 in Hyderabad, in the presence of the Chairmen and Managing Directors (CMDs) of BPCL, OIL and NRL, marking a strategic collaboration among leading energy sector PSUs.

Under the agreement, the three companies will jointly develop a new cross-country pipeline from Siliguri to Mughalsarai via Muzaffarpur for the evacuation of approximately 4.0 MMTPA of Motor Spirit (MS), High-Speed Diesel (HSD), and Aviation Turbine Fuel (ATF).

The proposed ₹3,500 crore pipeline project will significantly strengthen India’s petroleum logistics network, enhancing supply reliability and ensuring efficient distribution of fuel across the eastern and northern regions of the country.

This collaboration underscores the shared vision of NRL, BPCL and OIL to augment energy infrastructure, support economic growth, and contribute to India’s energy security and self-reliance goals.
