Kolkata, February 14, 2025 – The National Human Rights Commission (NHRC), India, has taken suo motu cognizance of the tragic death of three construction workers at Kolkata Leather Complex on February 2, 2025. The workers reportedly drowned after inhaling toxic gases while working in a 10-foot deep manhole to repair a sewer joint.
NHRC’s Action & Directives
🔹 Notice Issued – The NHRC has sent notices to the Chief Secretary and Police Commissioner of West Bengal, demanding a detailed report within two weeks.
🔹 Investigation Status – The report must include findings of the ongoing investigation and actions taken.
🔹 Violation of Human Rights – The NHRC stressed that, if true, the incident raises serious concerns about worker safety and human rights violations.
Legal & Safety Concerns
The Supreme Court, in Dr. Balram Singh vs. Union of India (2023), mandated the use of modern technology for sewer cleaning. The NHRC has consistently advocated for:

✔ Implementing robotic and technology-based solutions to prevent such incidents.
✔ Ensuring strict compliance with its 2021 advisory on worker safety in hazardous environments.
