Government of India is democratizing chip designing in India: India’s semiconductor has come moment.

Under the C2S program, the following announcements were made by Hon’ble Minister Shri Ashwini Vaishnav on 20 March 2025 in the dignified presence of Mr. Krishnan, Additional Secretary Mr. Abhishek Singh and Group Coordinator Mrs. Sunita Verma, MeTE.

India’s semiconductor industry is experiencing a transformative moment, which is inspired by the government’s efforts to make chip design democratic. The Ministry of Electronics and Information Technology (Meity) is systematically improving semiconductor design in over 300 organizations including 250 educational institutions and 65 start-ups. Its purpose is to make the chip design accessible for anyone with the right skill, which conforms to Prime Minister Modi’s “Design in India” approach, which is as important as “Make in India”.

A major initiative is “Chips to Start-ups” (C2S) program, which wants to prepare 85,000 industry-taiyar professionals with specializing in semiconductor chip design at various academic levels. The program offers practical experience in design, construction and testing, supported by guidance and access to essential resources such as EDA tools and semiconductor foundry.

Additionally, the C2S program launched the Chipin Center at C-DAC, a state-of-the-art feature that provides infrastructure for chip design and construction up to advanced 5Nm nodes.

In a large step, the government announced the winners of “Analog and Digital Design Hacathan”, which was attended by 2,210 teams and 10,040 students. The winners of institutions like IIT Delhi, IIT Bombay and NIT Rourkela demonstrated their skills in solving real world problems in image processing and voltage regulation.

The indigenous development of the ‘BLDC Motor Controller Chip’ was also highlighted by the Varvesemy Microelectronics, with 90% of the Bill of Materials (BOM) from India, which established it as a self -sufficient semiconductor solution.

Finally, the “Digital India RISC-V (Dir-V) Grand Challenge” starts starting from 10 April, aims to promote innovation with Vega and Shakti processors. Meity continues to empower students, researchers and start-ups, which helps India travel to become global technology superpower.
